That's 252M shares that are set at 2.5c, plus the (net) ~20M that have been bought, on-market by the brokers I just mentioned, at an average of 2.2c.
That sort of money doesn't plough into a stock if there isn't some decent liquidity events on the horizon, in which to distribute those shares at a profit and en masse.
