Zip has only $ 100 odd million in debts available, so these funds may be required to accomodate the existing customers, UK launch (formal launch as the product is already available to shop with 1000 retailers). Zip wants to go slow as agression at this moment of time will definitely pick up bad debts.
In a month or so all the risky customers will be identified and attacking the market when all others would be consolidating is a fantastic strategy.
