I would think that the FBR management are playing the long game and not interested in pushing up the share price in the short term. Progress announcements are unlikely to make a meaningful long term impact on the price (IMO). So therefore they should just focus on getting HX tested and contracts done with CAT.
I would like progress announcements for my personal curiosity but as an investor I am happy to wait.
