Then you are disagreeing with the FBR official announcements.
It is clear in the announcements that when the HX was mechanically complete, the software components were still in virtual testing and were not ready.
It is also clear from the announcements that the DST testing comes before the FAT testing.
It is also clear that BUILD1 is part of field testing which comes after FAT.

The fact is that we do not know if the virtual testing of the software components is finished (though given the time since I certinaly hope that it is).
We do not know when DST testing starts or started. We do not know when DST testing will finish or has finished.
We do not know when FAT testing starts or has started.
All we can safely assume is that FAT testing hasn't finished.
