Thinking about this a bit more, if a market participant wanted to be stealthy about their iceberg order, they would avoid having it in the Pre Open and Pre CSPA phases since it shows their hand, and simply introduce it when the market is open in normal trading when they would have the benefit of concealing the hidden order sizing. Therefore it would seem that either:
(a) the market participant is wanting to make a statement about having a large iceberg order (but might actually change it once the market is in normal trading to something much smaller); or
(b) the market participant is either unaware that they are being a bit clumsy and/or slightly lazy in setting and forgetting their iceberg order so early in the day
