    Ocean measurements show it is warming. The oceans, on whole, are gaining heat.

    The ENSO phase is dictated by atmospheric conditions, the effects of which result in either the surface of the Pacific being warmer than usual or cooler than usual. Controlled by winds and occurrence or non-occurrence of up-welling cool waters in the eastern Pacific. As you should be well aware now, these conditions either release heat to the lower atmosphere (el Nino), have a cooling effect (la Nina) or neither (neutral).

    In 2014 the ENSO phase was essentially neutral. So while the ocean is gaining heat, in 2014 the ENSO conditions were such that there was no anomalous addition of heat to the lower atmosphere from the Pacific.
