To my mind this is positive news.
They are not slamming a door shut....they are offering a way forward.

Of course MEL should have some serious legal gorillas on the sidelines in case things become nasty again but for now, it would be better to try to work with these people.

As I mentioned in a previous post, the government departments simply want to say "We did our best but we have to abide by the law (don't blame us)"
