The FDA are not bound by the recommendation.
There are stats on here somewhere that speak of the last 61 ODAC reviews where the FDA approved ALL where the recommendation was to approve and they approved a proportion of those that were not recommended, they also approved the one that was a split decision.
So in summary - very very unlikely that this will not be approved.
