Problem with your theory is that if you sold the 15000 parcel, you would, in fact, be selling the first 15000 lot bought at $4. So if you then purchased another 15000 your average price would fall. Problem is you would have sold your initial 15000 at a loss. So you haven’t gained anything in reality.
