Just noticed that China's hydro plants are expected to drop
as much as 15% in coming weeks as continuing drought
deepens in the S/W of the country.
Officials in the key industrial province of Guandong are
believed to have already approached coal-fired generators
in Hong Kong in a bid to fill the Electrical gaps.
Guandong powers thousands of factories with hydro in Yunman
and Guangxi provinces and there is growing concern coal
and downstream costs will leap as power shrinks.
There is also strong fears the approaching summer will
result in further electricity supply problems in the Country's
Northern provinces.Ample reason for China to approach Cougar
recently for a UCG alliance.
South Africa.....
The South African Government is becoming increasingly
alarmed the world bank could turn down its application
for a U.S.$3.7B loan.Cash strapped,State owned electricity
provider Eskom needs the money to build the final stages
of the controversial 4800 MW coal fired station in Limpopo.
During the Copenhagen climate change conference,the U.S.
government issued a guidance note to multilateral devel-
opment banks,asking them to limit the conditions under
which they would finance "traditional" future coal fueled
power generation for developing countries.According to
South Africa's business report,the world bank is expected
to make a decision by April 8/10.

No doubt Rudd will have long discussions with Obama on his
June visit about clean coal.By then,Cougar should have a
positive flow of headline grabbing UCG announcements.Imo
at some point,after Obama's input, "political influence"
could add another string to Cougars already long bow in
2010.
