Bit lost with logic.
If a trader is holding borrowed shares they would have returned them within first few days of halt.
Hence only an imbecile trader would be paying fees for 6 months and try to negotiate off market transfer of borrowed shares for 40c.
That's like calling all in with Seven Deuce, when your opponent is showing you full house face up
