Sorry but your assumption that insto's borrow stock and having sitting in their accounts long term makes no sense at all.
In reality the only short stock is that which has been sold. At some point it needs bought back to return to the lender or bought from the lender. In the current circumstances there are probably lenders happy to sell the lent stock to the borrower to clear the stock loan.
