The anns will come as ANP needs money to proceed. If negotiations fail the market will interpret that as failure for all activities and on top of it ANP needs a CR.
But if a comp. works succesfully on gentechnologies you can be assured they know what they're doing and did not gamble with the option for a CR when the sp was high.
Therefore they will get a great financial offer in what ever shape it may be. And that news will trigger the next leg up. We just need to wait and that is what the market is
not prepared to do anymore.
