I have concluded from the lack of progress that this enterprise set out to achieve two things: Allow insiders to float and sell off their shares, and provide a period of employment.

The insiders didn't pay a brass razoo for the operation to the previous owner, MMG but then floated it off and picked up 126mil free shares in the float that are still held by them and might eventually be worthless but they also sold off a 2% net smelter royalty on NCZ's production - that's where they probably made big bucks. And of course, they've given themselves well paid jobs with ever increasing salaries.
