    Is the property up for auction? In some cases, the agent may not pass on reasonable or ball park offers as they wish to condition the vendor into thinking the place is worth less, meaning they are more likely to accept a lower price on auction day, if they believe the vendor is likely to want to take it to auction despite pre-auction bids.

    There may be other reasons why they may have not passed on your offer.

    Someone told me once, if you attached a cheque for 10% of the offer price, they have to present it to the vendor, but I'm not so sure about that, and even if required, some agents don't seem to abide by rules anyway.

    I don't know whether they have to give you a response on paper or not.

    If the other buyer was serious, and it was pre-auction, the agent will likely ask you to fill out a 66W form to waive your cooling off period, if there is any chance the other buyer exists and is serious. They may still do this even if there is no other buyer.
