I don't think everyone is dumping there shares, I think it is that psyche of the retail holder that keeps this stock down.
For instance if you have a look at the total sell side there is less than 2% of total shares there, thats one of the Cons of a highly diluted stock.
In regards to your CR question you would be best reading their last ann regarding the AGM.
More than likely another CR is on the way coupled with announcements to warrant it.
