My interpretation of the German funding is that the $US600mil (max) is tied to alot more NdPr oxide tonnage than the 520Tpa of NdPr oxide (or equivalent is 400Tpa of final permanent magnet ie post tolling likely in Vietnam). Again only Gut Feel but I think the the full $US600mil funding would be available if about 1700-2000Tpa oxide is supplied to German companies (in total) and includes all types of companies ie Wind T manufacturers, Auto manufacturers (EV or otherwise) and of course process plant equipment-most likely via PM manufacturers in Germany such as RheinMagnet or Vacuumschmelze to only name two of many many in Germany, in fact it would not surprise that an umbrella organisation for these manufacturers is likely the negotiating body for a traceable source of NdPr oxide from 2025 onwards (as needed under EU laws).
Time will tell.
