You might read too much into this comment. The old saying is: "The job is only finished until the paperwork is done" ... and in the Didipio context the paperwork might be prepared, but it is clearly is not yet signed (i.e. done). We do know that.
Obviously - all things can happen until all parties do sign, but I don't think the article changes any of the information we already have ...
