What can be so hard about picking up a pen ans signing off on the FTAA where all the donkey work has been done as requested some months ago and has been signed off by those just below the President. The current signs seem to indicate that Duterte has now recognized that he needs the mining sector to help restore the Filipino finances. So "just do it" !
