Not sure its that easy. According to the Corruption Perceptions Index from Transparency International have the Philippines an Index of 34 (out of 100) which brings them to rank 115 - i.e. 114 other countries on this index are less corrupt than the Philippines.
https://www.transparency.org/en/cpi/2020/table/phl0 would be the worst possible index value, 100 would be no corruption at all.
To compare:
New Zealand ranks No 1 (i.e. least corrupt country) with an Index of 88
Australia ranks No 11 with an index of 77
and Somalia ranks 179 (i.e. worst corrupt country of all surveyed) with an index of 12.
Corruption in the Philippines is much closer to Somalia than to New Zealand or Australia.
Based on this index might it be a not too far fetched theory to assume that some decision makers over there still might negotiate useful donations.
Whatever it is - I am sure they know how to find a pen if they want to sign.
