Not saying this is the problem, but I speculate.

The lack of signing could will be the lack of brown paper bags passed at night to the right people!!
This shows the integrity of the company in NOT "complying to the way things are done" in some countries.
I've worked in many places and seen the way things are.....I have seen ships stuck to the wharf costing thousands till the goods were paid to the harbour master and pilot. Once done the ships free to sail.
Very sad to see corruption in high places.

I could be very wrong with this one, and I suppose we will never really know the truth
