It simply doesn't make sense. Deciding whether to spend money is, in reality, very simple. All one has to ask is the question of "is this action going to make money?". Sending out notices when there is zero probability of people converting is wasting money, pure and simple. It's also shows either arrogance or complete incompetence on part of Management.
I am dumbfounded by this lot.
