Cnooc Ltd. is planning to announce this morning that it is abandoning its bid for Unocal, executives close to the company told The New York Times. A statement is expected to released before the markets open. The move ends a politically charged fight in Washington that threatened United States-Chinese relations. Chevron's agreement to buy Unocal for about $17 billion will now be put to an uncontested shareholder vote on August 10.
