PE is a ratio which virtually nobody uses to value companies. Try learning something about finance and accounting before you embarrass yourself further.
In PPS's case, there are multiple business so that the entire company is valued on a sum-of-parts methodology, rather than as an entire corporation. The loss making business do not have negative value, as you seem to think.
