Diversity. Think about this scenario:

You need risky brain surgery and the hospital has two surgeons.

One a man and one a woman. The woman was hired in line with the policy to have equal representation of men and women on the surgical staff by 2012.

The female surgeon was hired over a male who was more highly skilled. Also the current male surgeon has more experience than the female surgeon.

So now you need that operation. You can choose the male or the female surgeon.

Who would you pick?

I'd pick the most skilled which in this case is the male surgeon. That said if there were two female surgeons who were hired as the best, then I'd choose once more, the most skilled.
