The first balineese that I talked to (besides the annoying airport porter that wouldn't leave my bags alone) offered me half an ounce of weed!!! AT THE AIRPORT! From then on, if you walked past any local you would hear them say 3 things. Need a ride, need a women, need some weed/exctasy I get you anything you like? I mean EVERYONE has it!! the local authorities just don't bother prosecuting the locals as they can't make $$$$$ out of it.
The place is so freakin corrupt, it was probably planted by some local at the airport, to get some bribe $$$$

Considering the Bali bombing halved their tourism industry, I can't see the government finding her guilty as it would destory the tourism industry. My guess is their holding out for a large $$$$ payment!
