    I agree anybody who carries a safety certificate should have at least 3 years experience in the particular industry.
    Then companies could use them as useful workers and and let them conduct safety inspections on a weekly basis. Meanwhile they can be consulted on any aspect of safety when necessary. At least that way the company has a useful employee as well.

    SELF REGULATION
    Im not really in favour of self regulation when it comes to safety but the above would be a good way to do it.
