Except US has been world's single highest producing oil country since 2010. Why would Russia, the Saudis or anyone else reduce their share of output while the US has consistently increased theirs... There is no conspiracy or colluding, it's just market forces finally being applied. OPEC members rarely comply fully with instructions from Saudi Arabia, and OPEC's total market share is not longer what it used to be.
