Oil and gas: Petrosen launches tender for the award of 12 blocks

"Under the new Petroleum Code and the promotion of the sedimentary basin, the Ministry of Petroleum and Energy and Petrosen will open an international tender for the twelve (12) free blocks of oil, located in the deep sea basin.

The implementation of this invitation to tender comprises two phases:

The first phase, which begins on November 04, 2019. It consists of a media campaign and popularization of the new code and oil potential with the industry, in international conferences.

Indeed, in the period from 4 to 8 November 2019, the Ministry of Petroleum and Energy and Petrosen will be in Cape Town, South Africa, for the purposes of the 25th annual Africa Oil Week International Conference, for the launch of the tender on the twelve blocks, under the conditions defined by the Petroleum Code.

This first phase will be closed on January 29, 2020, during the MSGBC conference (Mauritania, Senegal, Gambia, Guinea Bissau, Guinea). A promotion committee, which includes officials from the Ministry and Petrosen, is responsible for the implementation of this first phase.

The second phase, which lasts six months, from 01 February to 31 July 2020, is used to allow oil companies to buy technical data packages, to evaluate the potential of the blocks they are interested in and to make offers. to the Government.

An evaluation committee will be set up by order of the Minister. The committee will decide on the opening of the bids, the evaluation of the bids and the possible recourse of the bidders.

A register is opened to record the different actions and decisions that will take place during these two phases. "
