I'm a bit confused by this thread.
The announcement says "at or about". Why the sudden outrage? There was no deadline set so nothing has "not been met".
When someone says they'll be back in about an hour, do you go berzerk if they haven't reported for duty as that second hand hits the 12 o'clock position.
Seems to me some people are just looking for things to be outraged at.
