The USA did, world peak occurred somewhat later. Still it is a finite resource. Petroleum and coal are called fossil fuels for a reason, namely they are made from fossils. Petroleum used to be marine life, coal used to be land life. Got buried in sand and silt, stewed for a very long time under pressure, and became petroleum and coal.
