page 5 of the 2007 annaul report says:

"The resources are split into soft oxide shale and lower grade, near surface Coquina mineralisation. The Coquina mineralisation, although low grade, has been included in the resource base as it overlies the soft oxide shale mineralisation hence must be mined to provide access to the soft shale and more importantly is readily amenable to upgrading by a simple scrubbing - wet screening process to provide concentrates grading around 1.2%V2O5, 800 g/t MoO3."

the soft stuff is on top of the shale, and both the shale and soft dirt have V and Mo. the shale looks like it is twice the grade of the overlying soft dirt and there is twice as many tonnes of it. still- with the number of tonnes in this deposit, and if it is fairly easy to improve its grades, maybe there is no need to process shale (if it becomes illegal).

i'm sure the reason behind this is the huge amount of water that producing oil from shale chews through (and perhaps on a more sinister note, lobbying by CBM players that might have shut down UCG in Qld also).
