The original proposal for this pipeline was to cross Torres St and come down the East Coast to fuel the nickel and zinc refineries in Townsville, a base load powerstation and finishing in Gladstone where demand for power by the alumininium smelters is enormous.
The Territory is a long way from the east and the MIM proposal would require landfall in Arnham Land. With no intermediate users it's a big call to get it onto the east coast.
I read about this a couple of weeks ago so I can't be too specific.
