He markarts are expected to heed this and drop the price of oil

All these measures will fail.

Though the rise is mostly in US$ terms only as the US$ sinks lower agianst other currencies whos ie Euro Oil price , AUS$ oil price and the price of oil in Yen has much smaller changes on the upside. So the only impact will be in the united states and perhaps china.
