Looking at the deaths by age group, yearly testing for the under 25s might be more productive. Drill it in to them at an early stage. And five yearly thereafter. Strange that some states test vehicles for safety annually, but ignore that part of the car that causes 97% of accidents: the nut behind the wheel.
You could drop back to yearly tests if people pass the five yearly only by a small margin. That way you’ll treat everyone the same.
