Of course they can apply.
Whether or not they are eligible is the real question.
Since the CoA dismissed their claim on the kolosori lease (because they breached the 3 tenement rule in SI) then it appears that they can't get another lease anyway.
So I guess that leaves only one contestant left in the race.
