Harbinger have stated on more than one occasion they are wanting to sell part of their stake. I have no idea what price they expect but as foundation members of FMG they will make a decent profit anyway.
It is quite likely they will sell to a Chinese steel maker. But the transaction will be 'off market'. This is when the holder sells direct to purchaser at an agreed fixed price. Practice is common when a huge transaction takes place so as to not overly affect company SP.
