Appears to be the oldest and youngest drivers on the road causing the most injuries.
I say test the oldies regularly in Victoria like most other states and start seizing the cars of the hoons now!
Furthermore lets get all large 4wds off the road and start raising speed limits on freeways for experienced drivers with a good record!!
Lets also enforce legislation like the Middle East where you can't re-register your car unless you pay all outstanding fines. In Spain they ask all residents to pay any outstanding fines at the airport before leaving the country.
Lets also get rid of this demerit point structure and add a scheme for rewarding drivers like frequent flyer points also!...lol
