ongoing discussions for 5 months and no update?
fast tracking permits that are already deep underway... and 5 months later still no update?

surely something has progressed in 5 months to warrant an update.
if it hasn't, why not... what are they doing?
if it has... where is the update? = broken promise re communication.

There was a recent update to answer your query in the quarterly.

They are not going to state "why not"
They will update when they are ready, "not" when they are "not ready"

Ps: as it was Shar that had the issue and not you why not let him answer his concerns himself, rather than you answering what you believe to be his concerns.
