It was a combination of China stimulus as you stated and the 'spend our way out of trouble' - a lot of money spent.
I agree on the CT being a far fetched reason it is a combination of reasons. CT indicates a continued lack of savvy IMO. MRRT overall hits the company and other issues including China etc as I have already stated.
Policy should fit the times - ALP failed at this. As boom pauses or fades (I favor latter) it becomes more important not to add to our burden with this CT. We need to compete on the world markets so why shoot ourselves in the foot?
For the sake of power - hold Greens - a deal that is all. Setting this price of $23 / t is not enough to sate the Green loonies either.
