But working it out logically:

1. is Oman pro mining? yes
2. is the Mining Authority undergoing reforms to make license applications easier? yes
3. is there a bankable feasibility study on the resource? yes
4. is there interest from financers? yes
5. will the project provide employment opportunities for Omani nationals? yes
6. have all the necessary regulatory pre-approvals been granted? yes
7. are the JV partners highly respected and influential Omanis? yes
8. does the project contemplate making use of other idle infrastructure and facilities? yes
9. is the license contested or are there any other issues pending with the JV? no

seems pretty clear cut to me.
