The decision was politically motivated. It was all about jobs for the boys IMO. The report seems to question the ability of the now former DERM. No one making the decision had any qualifications regarding water quality or hydraulics. It could reasonably be assumed by the government report that the guy that cleans my pool has more knowledge of water quality and sampling than the public servants that shut down Kingaroy did! I still feel justice will be served, however that is a matter for the courts to decide.
