I'll try and re-read tonight.

Atm, I feel you might be over analysing the finding.

To me, the finding says that DERM was not in a position to know up from down, black from white or whether or not the site was suited for the UCG purpose that Cougar assessed it was.

I feel the finding has no direct refelction on the validity of Cougar's self assessment of site suitability, just DERM's ability to make an informed independent assessment.

Just my initial thoughts in reply.
