Don't discount the actions of China's central Government to put more into infrastructure development to improve their GNP. There are hundreds of millions more Chinese nationals outside of the Eastern seaboard who can gain advantage and support The Party. Plus, infrastucture faciltates movement of goods and resources to the East. lnfrastructure needs steel, steel needs OMH.
