Yes you are correct, the main reason given by WPL was costs due to labour shortages etc, which has now abated to a large degree.
I'm sure it wasn't the only reason as these majors are required to have a clean image and are usually very averse to ongoing public scuffles with green groups etc. I have no doubt that the efforts of Geof Cousins, some T.O elders and the street rallies in Perth had a very strong impact on their decision to abandon the project.
