Beginning with the first attack on the World Trade Centre in 1993, this film examines the long secret war that was waged against al-Qaeda from the White House, the CIA and the FBI, and the key intelligence failures that allowed the 9/11 plot to happen. It also reveals a combination of confusion in air traffic control and a breakdown of communications around the President. Interviews include the Chief of Counter-terrorism at the White House, the head of the CIA Bin Laden Unit, CIA field agents trying to capture Bin Laden through the 90s, and air-traffic controllers.
