As someone who hosts a number of websites, I can tell you that this explanation doesn't make any sense.
It's probably a misunderstanding, since IT details are often miscommunicated by non IT people, but the company should be more careful than that. Does the company actually control phoslock.cn? If not, who does and since when? If so, why change it?
