You are correct Rennis,
"no stalling necessary from GE in order to save $. GE has got 2 years to play with the process"
although I believe we will know for sure that the test loop is working 100% and at a level that satisfies GE well before 2012, GE will not sit back and wait for the Lead Cascade licence before it starts building it.
I will almost bet that they will start building the lead cascade as soon as they have satisfied themselves that the process is a goer and is reliable over time, I doubt very much that a great deal of time passes between GE getting the Lead Cascade Licence and full production happens from it?
