It seems the productions licenses have not been finalized as first thought. They were supposed to be granted within "the next few days" pending settling of Native Title issues.

The NT issues were settled and were supposed to be granted once indemnity deeds were signed.

Obviously indemnity deeds have not been signed as yet.
