Maybe. I would prefer to own a smaller proportion of something, rather than a larger proportion of nothing.
If the market can't get comfortable about vor's future then the share price will go lower, resulting in even greater dilution.
vor should time the the capital raising around now with a potential kicker to instos to participate with the results of the remaining drilling results. If there is no incentive for a key investor to get in now, then they will just wait until they are incentivised to get in. Game theory 101.
